Citrus Heights municipal services are administered at a Civic Center campus that encompasses the Citrus Heights City Hall, the Citrus Heights Chamber of Commerce and the Police Service Center.  Built on land that was once part of the landmark Fountain Square Nursery, the Civic Center is graced by an award-winning rose garden and a koi pond that pay homage to the site's botanical heritage.

A broad complement of city services are performed by nine units:

• City Council, which is the city's five-member elected legislative body that enacts ordinances determines how the city obtains and allocates funds.
• City Manager's Office, which has administrative responsibility for all city departments.
• Administrative Services and HR, which includes clerical, information technology and risk management services and helps to coordinate functions with special districts and other government agencies.
• City Clerk's Office, which performs legal functions related to City Council actions, ordinances, bids, elections and official record-keeping;
• Community Development, encompassing the Planning Division, which oversees land use, zoning and urban design policies; the Building and Safety Division, which regulates building codes and construction safety; the Code Enforcement Division, which oversees compliance with residential building standards; and the Housing and Grants Division, which oversees residential planning and administers grants that generate community development funds.
• Economic Development Division, which oversees business retention and improvement, redevelopment and other functions that nurture the city's economic health and quality of life.
• Finance Department, which encompasses accounts payable and receivable, administers payroll, business licensing, budget preparation, debt management and other monetary functions.
• General Services, which encompasses a cornucopia of services including animal control, waste management, road and traffic signal maintenance, flood control, and other functions.
• Police Department, which maintains an active volunteer program to reinforce the effectiveness of its staff of sworn officers;
